Legend holds that in the 2nd year of Emperor Yomei's reign (596 CE) during the Asuka period, a local elder was saved from a storm and enshrined Kannon in a hall built in a single night. Subsequently, at the imperial command of Emperor Shomu, the monk Gyoki installed the principal image, and Empress Koken donated an Eleven-Faced Kannon statue and established a complex of seven halls. The current main hall was rebuilt in the 3rd year of the Kagen era (1235 CE) by the Kamo clan and flourished under the patronage of the Kato clan in the early modern period.
