It is said to have been founded by Prince Shotoku to pray for the recovery of Emperor Yomei from illness, and it later received the imperial title of Kyōō-in from the emperor. During the Dōtō era, Kūkai performed blessings and prayers, establishing the temple as a center of faith for safe childbirth and child-rearing. In the Edo period, it was revived with the patronage of the Komatsu domain lords, the Ichiriki clan. In the Meiji era, the main hall was rebuilt by the great monk Yamagawa Zuien.
