During the Hōki era (701–704 CE), Nichishō of the Hosso school, while in training on Mount Kotozuru, enshrined the koto (Japanese harp) and boat seen in a vision of Hachiman Daimyōjin (the Great Deity of Hachiman), and established the temple as Shingūji Hōkōin. In 807 CE (Daidō 2), Kūkai entered the mountain, organized the Seven Halls and Monasteries (Shichidō Garan), and renamed it Shichibozan Kannonji. Later, the temple's name was changed to Shin'en.
