The temple's origins are said to date back to 770 CE (Hoki 1), when the Chinese monk Iko received a vision of Senju-Kannon (Thousand-Armed Kannon) on Naka-dake. He dedicated this deity and carved an image of Jūichimen-Kannon (Eleven-Faced Kannon), constructing a simple thatched hut. By the late Heian period, it was designated as an imperial prayer site by Emperor Go-Shirakawa, reaching the height of its prosperity. During the Kamakura period, the number of resident monks exceeded 500. In 1951, it became independent and was established as the head temple of the Kyu-se-Kannon sect.
