The Gunma Prefectural Rekotsukai (Soul-Summoning Association) was established in 1909 (Meiji 42). Following institutional reforms in 1939 (Showa 14), plans were made to build a Kokoku Jinja (Patriotic Shrine), which was designated as such by the Minister of Home Affairs in 1941 (Showa 16). During the post-WWII occupation by GHQ, the shrine was renamed Seireibyō (Temple of Sincere Spirits) and later Ueno Jinja (Ueno Shrine). It regained its original name in 1954 (Showa 29). In 1996 (Heisei 8), it was added to the list of Jisha Honcho (Association of Shinto Shrines) affiliated shrines.
