The shrine's origins trace back to 1135 CE (Ho-en 1), when the high priest Ryo-nin declared this site a dwelling place for divine spirits. It was enshrined to pray for maritime safety in the Tsugaru Strait, which was prone to shipwrecks. In ancient times, it was known as a Kannon Hall (Guanyin Hall), and during the Edo period, it was enshrined as Funatama Daimyojin (Great Divine Spirit of Ship Souls). It is considered the oldest shrine in Hokkaido. The current shrine buildings were newly constructed in 1962 CE (Shōwa 37) using reinforced concrete in the Shinto style.
