当山の前身は極楽寺といい、文永2年（1265年）以前の存在が記されている古刹である。室町時代に真言宗へ改宗し、戦国時代には若狭国唯一の駆込寺として公許された。江戸時代に小浜藩主の命により現在の山麓へ寺地を移され、慶長7年（1602年）に萬徳寺と改められた。
