Legend holds that the temple was founded in the 12th year of the Koun era (821 CE) following a divine dream vision seen by Kukai during a pilgrimage. It was revived by the Zen master Giyama during the Bunmei period (around 1470 CE). In the 5th year of the Eiroku era (1508 CE), when the Imagawa clan rebuilt the various halls, the temple became a Soto sect temple, and the Zen master Meikoku renamed it Chouraku-ji. It is also said that in the 8th year of the Keicho era (1603 CE), Matsudaira Tadayoshi prayed for recovery from illness and moved the shrine within the grounds to Tomibe Shrine.
