The temple's founding is traditionally dated to 726 CE (Shōki 3), when Taichō witnessed the appearance of a giant stone in the area, recognized it as a manifestation of Yakushi Nyorai, and established a thatched hut. In 812 CE (Kōnin 3), Kūkai carved an image of Yakushi Nyorai into the stone and performed the eye-opening ceremony. Later, Emperor Saga designated it as a temple under imperial patronage. Although the complex was destroyed by fire during the Tenshō period (1573–1592), the various halls were rebuilt in 1629 CE (Kan'ei 6) by Ichiryū Kanbutsu.
