According to tradition, the temple was founded during the Tenpyo era of the Nara period after the monk Gyoji had a spiritual dream of the Kamo Myojin (Kamo Shrine Deity). Following a fire in the early Heian period, it was restored by imperial decree of Emperor Shirakawa and later designated as a Chogon-ji (Imperial Prayer Temple) by Emperor Shirakawa. It received its current name in the first year of the Shoan era (1312 CE). After another fire during the Northern and Southern Courts period, the Kondo was restored by the Yamana clan. During the Muromachi period, the Sanju-no-to was built through the patronage of Ashikaga Yoshimasa.
