Construction of the Tozan Villa (Tozan-den) began in 1462 (Bunmei 14) under Ashikaga Yoshimasa, the 8th Shogun of the Muromachi Shogunate. Yoshimasa demanded financial contributions from regional governors and local lords, and imposed labor taxes and corvée labor on commoners to advance the construction. He lived a life of seclusion, devoting himself to calligraphy, painting, and the tea ceremony. In 1465 (Bunmei 17), Yoshimasa became a monk, and in 1483 (Chocho 3), the main pillars of the Kannon-den (Ginkaku) were raised.
