The shrine's founding is believed to date back to 807 CE (Dōtō 2), when General Sakanoue no Tamuramaro, by imperial decree of Emperor Kanmu, enshrined deities from Suwa Taisha in Shinano during his campaign against the Eastern Barbarians to pray for regional development and industrial growth. Later, Jikaku Daishi established various halls, and Minamoto no Yoriyoshi prayed for victory in his campaign against Abe no Raishi by imperial decree of Emperor Sanjō, subsequently repairing the shrine buildings as a votive offering. In 1734 CE (Kyōhō 19), the shrine received its current land grant due to the devotion of Nanbu Toshimichi.
