Legends state that Emperor Xiaowu of Han descended from heaven, or that the temple was founded by the monk Jichido Daishi Ennin, who enshrined the seven mountain kings of Mount Hiei. From the medieval to early modern periods, it was devoutly worshipped by the Tachibana and Satake clans. The current Gosha-do structures were built in 1710. The site became an independent shrine after the Meiji Restoration, and underwent major repairs between 1998 and 2002.
