In the 6th century, it was established through the donation of a residence of the Hasui clan, following a vow by Prince Shotoku to build a nunnery. In 901 CE (Engi 1), Sugawara no Michizane visited his aunt at the temple. After his death, it was renamed from Toshi-ji to Domeiji to enshrine him. During the Kamakura period, it became a branch temple of Sai-dai-ji and a temple for prayers by the shogunate. In the Meiji era, following the separation of Shinto and Buddhism, it was separated from Tenmangu and relocated to its current location.
