Its origins date back to the 23rd year of Emperor Yuryaku, when Takao Tsuna-no-Mikoto, the provincial governor of Ise Province, constructed two shrine buildings at the current site. During the Meiji period, Tobaki Shrine and Naka-do Shrine were merged, and their enshrined deities are now worshipped together in a single hall. The shrine buildings were destroyed during Oda Nobunaga's pacification of Ise but were rebuilt during the Kanei era by Ichinaga Kanmono, the lord of Koda Castle.
