The shrine had fallen into ruin during the medieval period, but construction was initiated in the early modern period by Tokugawa Mitsukuni of the Mito Domain. It was subsequently relocated to its current site and revived under Tokugawa Tsunamasa. In 1885 (Meiji 18), it was classified as a Kokhei Chūsha (a medium-grade national shrine). According to local tradition, Ōnagata-nushi-no-Mikoto was enshrined at Oarai, while Sukunahikona-no-Mikoto was enshrined at Shirasu.
