Founded in 750 CE (Tenpyō Shōhō 2), it is one of the oldest shrines in Fushimi. After being relocated within Fushimi Castle due to Toyotomi Hideyoshi's development of the castle town, it was moved to its current location in Takumi-chō in 1615 to serve as the tutelary shrine of Kiyun-ji Temple. It became an independent shrine following the separation of Shinto and Buddhism in the first year of the Meiji era (1868).
