According to tradition, the temple was founded in 686 CE by En no Gyōkaku by imperial decree of Empress Jitō, and construction was completed two years later. In 801 CE during the Heian period, Kūkai revived the temple and converted it to the Shingon sect. After subsequent destruction by lightning strikes and reconstruction with the support of the feudal lord, the current main hall was established.
