This Jōdo-shū temple was established after receiving a statue of Seikan Kannon (Avalokiteshvara) that had previously been used to appease smallpox. With donations from Itakura Katsushige, the Kyoto Shosho-dai (Governor of Kyoto) of the Edo Shogunate, the Amida Sanzō statues and the main hall were developed. The temple was named Chōen-ji after the name of the associated sub-temple (in). Although it suffered damage from the Tenmei Great Fire and a fire in 1931, it has since been rebuilt.
