Founded in 739 CE (Tenpyō 11) during the Nara period by the monk Kūkai (Kōbō Daishi) under the name Shōga-ji. In the early Heian period, Kūkai relocated the temple to its current site and enshrined a statue of Jizō Bosatsu. During the Kamakura period, Kosei Saginō revived the temple and renamed it Koseiji. Subsequently, the temple name and location underwent changes under the patronage of figures such as Hosokawa Yorinaga and Ikoma Chikamasa. In the early Edo period, the temple was destroyed by fire. In 1669 CE (Kanbun 9), Matsudaira Yorishige restored the temple complex, and it was renamed the current Betekku Hozan Koseiji (Special Head Temple Koseiji).
