貞観8年、清和天皇の勅命により難波高津宮の遺跡が探索され、石山の地に社殿を築いて仁徳天皇を祀ったことに始まる。天正11年、豊臣秀吉が大坂城を築城する際に現在の地へ遷座した。明治5年に府社に列格したが、昭和20年の大阪大空襲で社殿が焼失し、昭和36年に再建された。
