The temple is said to have been founded in the 11th year of the Tenpyo era (739 CE) when the monk Gyoji had a spiritual dream at the site and carved an image of the Kannon Bodhisattva to enshrine in a hall. Later, Kukai organized the temple complex and converted it to the Shingon sect. During the Keicho era, with donations from the domain lord Matsudaira Yoritsune, the temple converted to the Tendai sect. In the 6th year of the Genroku era (1693 CE), the temple received land grants and was renamed Kannon-in Nagaoji.
