Founded in 1839 as the inner shrine 'Aga-Okina-Rei' within the grounds of Higashi-Iba Kamo Shrine, thanks to the efforts of the scholar of Japanese studies Takabayashi Hōrō and the lord of the Hamamatsu domain, Mizuno Tadaie. It was renamed 'Aga Shrine' in 1884 and relocated to its current site in 1920. The shrine buildings were destroyed by fire during the 1945 air raids but were rebuilt in 1984.
