It is said to have been founded in the 6th century by the monk Shomyo, by imperial decree of Emperor Kinmei, to enshrine the Thousand-Armed Kannon Bodhisattva, a Buddhist figure brought from Tang China. During the medieval period, it became a manor of the Saionji clan, and has continued to the present day through hereditary succession by Shugendo practitioners. In the 5th year of Kenkyu (1194 CE), Minamoto no Yoritomo built an Amida Hall to pray for the repose of the soul of Ike Zeni and changed the temple's mountain name to Genkozan.
