Traditionally said to have been founded in the late 7th century by the Chishiki clan, centered on the Ikuwa Sukune, this temple was built through private donations. It was known as a large-scale temple, housing the Vairocana Buddha, one of the three great Buddhas of Japan. It also served as a destination for imperial visits by Emperor Shomu and Empress Koken. After collapsing due to a lightning strike in 1086 CE, the temple fell into ruin and was merged into Kannon-ji during the Kamakura period.
