It is said that in 619 CE (Suiko 27), Prince Shotoku visited this site, was inspired by the legend of the longevity of Takeuchi Sukune, and established the temple by enshrining an image of the Eleven-Faced Kannon. In 836 CE (Jōwa 3), it was revived by Rai-chi. During the late Heian period, the temple complex was organized by figures such as Sasaki Sadanaga. In the medieval period, it maintained its status as a branch temple of the West Pagoda of Enryaku-ji on Mount Hiei, and flourished under the reverence and protection of the Shogun Hatakeyama clan.
