It is said that around 1590, a branch of the Sugawara clan that escaped the nationwide campaign led by the Toyotomi clan was invited to Fukura Estate. Around 1608 CE (Keicho 13), when a falcon went missing, the Usuki domain lord, Inaba Norimichi, prayed to a Tenjin statue, and the falcon returned. As a result, a shrine was built on the current site. During the Meiji era, it was renamed Tenman Jinja due to the separation of Shinto and Buddhism, and it became the current Fukura Tenmangu in the Shōwa era.
