The shrine's predecessors were En'ko Hachimangu and Noga Hachimangu, which had been enshrined in Fukatsu District since ancient times. The fourth lord of the domain, Mizuno Katsuta, built them side by side on Matsuno-o Mountain on the north bank of the Yoshitsu River. In 1969, the legal entities were merged to form Fukuyama Hachimangu.
