The founding era is Tenyū. According to temple tradition, in the 8th century, the monk Gyōki passed through this area and was searching for water. A turtle crawled out, and when he dug beside the road, clear water sprang forth. He named the place Hōkizan (Dharma Turtle Mountain) and built a thatched hut, marking the temple's origin. Until the Meiji era, it served as the bettō-ji (head temple) of Sugayama Shrine. After the opening of Yokohama Port, it also became the residence of the Kanagawa Bugyō (magistrate).
