Its origins trace back to the construction of Yakushi-ji by the monk Kibi no Makibi during the Tenpyō era (729–749 CE). In 1111 CE (Ten'ei 2), the temple was granted the name Gokoku-in by Emperor Toba. It was subsequently revived by the monk Saiya Shōnin, who changed the temple's title to Ten'ei-ji Gokoku-in.
