The shrine's origins are said to date back to around 850 CE (Kajo 3), when the deities Sewatsumehime, Tsufurihiko, and Tsufurime were enshrined in the Maramarashima Festival venue, Enshinsha, on the shores of Osaka Bay. In 1594 CE (Bunroku 3), the shrine was relocated to its current site in Naniwa. It was renamed Goryo Shrine during the Kanbun era (1661-1673). During the Edo period, it was also known as Goryo-no-miya. In the Meiji era, the Goryo Bunrakuza theater was established within the shrine grounds, but it was repeatedly destroyed by fires and the Great Osaka Air Raid.
