The shrine's history began in 1481 CE (Bunmei 13) when Mizutani Katsu, the lord of Shimotsuke, invited Haguro Gongen from the Dewa Sanzan to pray for the safety of his domain. Subsequently, Mizutani Masamura established additional Haguro shrines in the surrounding area, and these were collectively known as the Shimotsuke Seven Haguro.
