According to tradition, the temple was founded in 725 CE (Shoki 2) by the monk Gyoki, who searched for a sacred site where the Great Compassion Kannon would manifest, under the order of Emperor Shomu. From the medieval period onward, it received protection from the Imagawa clan, and its temple lands were confirmed by Toyotomi Hideyoshi and successive Tokugawa shoguns. The temple buildings were destroyed by fire in the late Edo period, and the current main hall was rebuilt in 1983.
