The shrine was founded in 1689 CE (Genroku 2) through a donation by the birth mother of the fourth lord of the Hirosaki Domain. One theory suggests that the Wakagi Shrine within the Dai Gyoin grounds was converted into this Tenmangu. There is also a tradition that a descendant of the Sugawara family founded the shrine at the invitation of Tsugaru Takanobu.
