伝治承2年、源義朝の念持仏であった如意輪観世音菩薩を安置し、源平の戦乱で戦死した平家と源家の霊を弔うために建立された。元亀2年の織田信長の侵攻で焼失したが、正徳元年(1711年)に洪善普摂により律院として本格的に復興された。現在も山門や本堂には、織田氏の殿舎が移築されたものが残っている。
