It is said to have been founded by the monk Butsu-gen during the Chotoku period (995-998 CE). The origin is attributed to Emperor Kazan, who, while visiting sacred sites dedicated to Kannon (Avalokiteshvara), enshrined Kumano Gongen (the Kumano deity) at this location because its terrain resembled Kumano in Kii Province, and established a place of worship for both Shinto and Buddhist deities. It was formerly a Shingon-shu temple but is now a Jodo-shu temple.
