It is traditionally said that the temple was founded in 701 CE (Daihō 1) by the hermit Rishu. The temple and mountain names are derived from a legend in which Emperor Junwu prayed for a cure from his illness. During the Kamakura period, the temple was revived by Minamoto no Yoritomo. In the Edo period, it received the patronage of Tokugawa Iemitsu, leading to the reconstruction of the temple complex and the construction of the To-shogu shrine.
