Founded in 1479 by the Udeno clan, a powerful family in Mikawa Province, the temple was later destroyed by war. In 1590, it was re-established by Nishigun-gono, a concubine of Tokugawa Ieyasu, on the site of present-day Hibiya, before eventually settling in Shiba. In 1907 (Meiji 40), a temple named Chouou-ji was built in Hiratsuka-mura, Ebara-gun, Shinagawa-ku, Tokyo (its current location).
