The shrine buildings were completed in 1651 CE (Keian 4), marking the founding when the 'Gonguden' (Imperial Palace) and 'Goshinzou' (Divine Statue) were transferred from Momijiyama Toshogu in Edo Castle. Subsequently, Houkai-ji was designated as the betto-ji (temple in charge of shrine affairs), and the shogunate conducted repairs.
