The shrine's origins trace back to the Jomon period. It is said to have begun when Emperor Suinin ordered Monobe Mimanatsume (a female deity or noble) to construct the 'Hi no Miya' (Palace of the Sun). During the reign of Empress Jito, it was granted the status of 'Etsukoku Sochinju Ichi-ku' (the First Grand Shrine of the Etsu Province). After several relocations beginning in the Heian period, it was moved to its current location in the Bunsei era. Subsequent expansions led to the completion of the current vermilion-painted grand hall.
