According to tradition, the temple was founded in 650 CE (Hakuchi 1) by the sage Hodo, who is said to have flown in from India, at the imperial command of Emperor Koto. In the medieval period, it served as a base for the Shingon Risshu (Shingon Precept) sect and is known as the site where the sect's founder, Eison, requested a visit, and where the monk Bunkanbō Kōshin entered the order.
