It is said that the shrine was founded around 901 CE (Engi 1). According to tradition, Sugawara no Michizane gave a poem to a diver suffering from difficult labor, which resulted in a safe delivery. In 1053 CE (Tenki 1), the shrine was renamed Tenman Tenjin and its main hall was constructed. It was renamed Tenmangu in its current form in 1791 CE (Kansei 3). The shrine was completely destroyed by air raids in 1945 CE (Showa 20), but a temporary main hall was erected in October of the same year.
