The shrine was founded in January 987 CE (Eien 1), enshrining Sugawara no Michizane and Hachiman Daimyojin (the Great Deity of Hachiman) as its guardian deities. In 1907 CE (Meiji 40), Ike-no-miya Shrine was merged into it. During the Taisho period, Tobimatsu Tenjin Shrine and Inari Shrine were also enshrined. Additionally, in 1924 CE (Taisho 13), a vertical-hole stone chamber was discovered from the Tokunoyama Kofun (ancient tomb) within the shrine grounds.
