Legend states that the shrine originated in the 40th year of Emperor Keiko's reign, when prayers were offered for the successful pacification of the eastern regions during Yamato Takeru's eastern expedition. Later, a Shinmeisha was established to protect the imperial granary (Mikata) of Ise Jingu, but it was merged with the main shrine as the granary declined. In the 5th year of Meiji (1872), it was designated as a Kensha (prefectural shrine) and restored to its original name, Itobi Shrine, as recorded in the Engishiki Shinmyocho.
