Established in 1468 CE (Eiun 2) as the memorial temple for Tsuchiya Narinori, the guardian of Mino Province, by Saito Myoshun. Gokei Shudon was invited to serve as the founding abbot. The temple name Zuuryu is derived from Narinori's dharma name. The temple received an imperial decree for its mountain name from Emperor Go-Hanazono, and the seven-hall complex (Shichidou Garan) was completed in 1470 CE (Bunmei 2).
