The shrine's origins date back to 859 CE, when the monk Gyokyo, en route to invite the deity Hachiman from Usa Jingu to Ishizuki Hachimangu, anchored at Kameyama, which was then an island. Following a divine revelation, a temporary palace for the deity was established there. As a guardian shrine of the Kanmon Strait, it received reverence from the Ouchi and Mori clans and was designated as the chief guardian shrine of Shimonoseki and the third most important shrine in Nagato Province. During the Meiji period, it was elevated to the rank of a prefectural shrine (Kenchu) and is currently listed as a special shrine under the Association of Shinto Shrines (Jinja Honcho).
