The shrine's origins date back to 861 CE, when Enchin established Hozoji Temple with the help of local villagers. According to legend, the Bodhisattva Kujaku Daijizai-O appeared and promised to protect the area. In 1357 CE, Hosokawa Yorinaga donated the Kamuro (ceremonial headgear) from Ishizumi Hachimangu Shrine, leading to the shrine being called 'Kamuro Hachimangu.' It was later renamed Kamuro Shrine. Since then, it has received protection and donations from the Hosokawa clan, the Yosa clan, Ikoma Masamasa, and Tokugawa Yorinao.
