During the Hoji era, Nichijo of the Hosso sect established the temple as a Shinkuji (shrine-temple) to enshrine the Hachiman Dai Myojin (Great Deity Hachiman) he had seen while in training on Mount Kotozuru. Kukai entered the temple as the 7th abbot, organized a seven-hall complex modeled after Kofukuji in Nara, and buried the Seven Treasures to consecrate the ground, leading to the temple's renaming to Shichihozan Kannonji (Kannonji of Mount Seven Treasures). It subsequently became an imperial shrine receiving edicts from three emperors, starting with Emperor Kanmu, and flourished during the Muromachi period, when a son of Ashikaga Takauji served as abbot.
