According to shrine tradition, its origins date back to the era of Emperor Sūjin, when Toyosukihiruko-no-Mikoto enshrined Tsutsuyohi-no-Mikoto. The shrine was established during the mid-to-late Heian period, following the trend of provincial governors building head shrines near the provincial government offices. It enshrined the 'Uppō Kokushimei-chō' as its sacred object until the Meiji era. After being destroyed by fire in the 9th year of the Eiroku era (1566 CE), it was rebuilt on its current site during the Genki era (1570–1573 CE). A major renovation was carried out by Akimoto Yasuasa in the 2nd year of the Gen'ō era (1616 CE).
