A Buddhist temple of the Koyasan Shingon sect located in Katou City, Hyogo Prefecture, with the mountain name Shirashika-yama (White Deer Mountain). It is also the 22nd station of the Harima Saigoku 33 Kannon Pilgrimage and the 22nd station of the Katou Shikoku 88 Kannon Pilgrimage.

It is said that Prince Shotoku prayed to Yakushi Nyorai (Medicine Buddha) to save a white deer, and upon feeling the efficacy of the prayer, enshrined the statue in this location. In 725 CE (Shinji 2), the Bodhisattva Gyoki visited, constructed a hall, moved the Yakushi Nyorai statue to its current location in the mountains, and carved and enshrined a statue of Jūichimen Kannon (Eleven-Faced Kannon). In 1425 CE (Ōei 32), the main hall (Kandō) was renovated by Kiyoyasu, the eldest son of the warrior Akamatsu Mitsuyasu, and the hall was completed in 1439 CE (Eikyō 11).
